In this paper, we compare and contrast two types of timber models that have been used for public policy analysis. These models have been variously used to predict price, inventory and market welfare impacts under different exogenous forces that impact timber markets. The framework and theory for each model type is presented and discussed. We then thoroughly test the two model types across six potential exogenous shocks to timber markets, ranging from instantaneous demand shocks to gradual supply adjustments. Our comparison indicates that these models predict potentially important differences in timber market behavior. These differences are important to consider for those who do public policy analysis. |

An RFF Workshop brought together experts from around the world to assess the feasibility of using biological sinks to sequester carbon as part of a global atmospheric mitigation effort. The chapters of this proceeding are a result of that effort. Although the intent of the workshop was not to generate a consensus, a number of studies suggest that sinks could be a relatively inexpensive and effective carbon management tool. The chapters cover a variety of aspects and topics related to the monitoring and measurement of carbon in biological systems. They tend to support the view the carbon sequestration using biological systems is technically feasible with relatively good precision and at relatively low cost. Thus carbon sinks can be operational. |

This paper aims at assessing: 1) consumers' habits concerning beef consumption and their responses to the BSE both immediately and at a longer term; 2) consumers' attitudes and willingness to pay for organic beef, an obvious alternative to regular beef in terms of safety. It is based on two random telephone surveys, the first one conducted in 2001 (few months after the BSE crisis) and the second one in 2003. The analysis shows that though the effect of the BSE crisis has weakened along with time distance, it left some permanent signs in consumers' behaviour. In this paper the behavioural change framework of Ajzen and Fishbein is used to explore whether attitudes towards organic farming, the perceived social pressure of the environment and the perceived feasibility of organic farming standards on the farm determine the willingness of farmers to convert to organic farming methods. These variables together with the business and personal objectives and the organic farming information seeking behaviour of the farmer were used in an ordinal regression procedure to predict the intended organic farming conversion behaviour of conventional farmers. |

Ecosystem services generate benefits that enter human consumption either directly or indirectly via their contribution to human production activities. In this contribution, we provide evidence that (i) the demand of peasants for ecosystem services in rural Indonesia depends on relative poverty; and that (ii) the type of reaction to poverty depends on the specific relation of the ecosystem services to peasant production and consumption. This article solves and characterizes optimal decision rules to invest in irreversible land improvements conditional on land tenure insecurity. Economic model is a normative dynamic programming model with known parameter for the one period returns and transition equations. The decision rules are solved numerically conditional on alternative scenarios on the likelihood that the lease contract and, thus, farmer access to land is either renewed or expires. The model parameters represent Finnish soil quality and production conditions. The results suggest that irreversible land improvements decrease quickly and the yields decline gradually when the farmer is confronted with land tenure insecurity caused by uncertain renewal of the lease contract. |

RESUMEN: El objetivo de este artículo es estimar el valor de uso recreativo de un espacio protegido en el sur de España, el Parque Natural Sierra de María-Los Vélez en Almería, mediante el método del coste de viaje zonal. Los resultados obtenidos muestran un excedente del consumidor, entre 7,67-13,29 €/persona, según el escenario propuesto teniendo en cuenta el tiempo de desplazamiento como un coste o como un disfrute. Finalmente, se presentan algunas conclusiones y, a partir de ellas, se perfilan estrategias con el fin de potenciar el uso recreativo del Parque y mejorar su gestión futura. |
